Charming antique plaid ruffled brim hat

Description

I don't know if this hat is meant for a child or an adult.  The hat is quite small though the strap is longer.  It may be intended to be a fascinator style hat for an adult.
The hat measures about 9.5 inches across.  It is made with a hat frame covered in a plaid fabric.
The hat is in good solid condition.   The ruffles need to be flattened and it is no doubt a bit dirty from being stored.
